You do not need a PayPal account. On the PayPal page, choose Pay with Debit or Credit Card to check out as a guest.
If PayPal instead asks you to sign in to an account you don’t recognise, or sends a security code to an old phone number, it has matched the email address you entered to a dormant account. Try again with a different email address, or come back and choose Pay by check — either is perfectly fine, and your application is not affected.

Your application is filed once your payment is received. A confirmation email with a link to set your password will be sent to the applicant’s email address.
